12    Applicability of Rules

These rules apply to all overhead electrical supply and communication lines which come within the jurisdiction of this Commission, located outside of buildings, as follows:

12.1    Construction and Reconstruction of Lines
12.2    Maintenance of Lines
12.3    Lines Constructed Prior to This Order
12.4    Reconstruction or Alteration
12.5    Emergency Installation
12.6    Third Party Nonconformance
