Introduction

PG&E, in its CPUC application (A.13-08-014), filed on August 13, 2013, requests to reinforce the electric transmission and distribution system in El Dorado County by replacing existing conductor (reconductoring), replacing existing poles, and modifying existing lattice steel towers on the Missouri Flat-Gold Hill 115 kilovolt (kV) Power Line (Missouri Flat-Gold Hill Line), pursuant to CPUC General Order (GO) 131-D. The application includes the Proponents Environmental Assessment (PEA) prepared pursuant to Rule 2.4 of the CPUC's Rules of Practice and Procedure.

The majority of the proposed alignment would be located in existing PG&E easements and no additional rights-of-way (ROW) or easement expansions would be required to accommodate construction or operation and maintenance of the line. However, additional ROW would be required to accommodate the relocation of an approximately 150 feet of an existing distribution feeder line associated with Limestone Substation near the intersection of Strolling Hills Road and Ridge Pass Drive.

The Proposed Project would consist of the following activities:

• Missouri Flat-Gold Hill Line Reconductoring:Approximately 12.5 miles of the existing 115 kV double-circuit (No. 1 and No. 2) power line between Shingle Springs and Gold Hill substations would be reconductored. In addition, approximately 0.3 mile of the existing 115 kV power line east of Shingle Springs Substation would be reconductored to facilitate construction activities;
• Gold Hill No. 1 Line Reconductoring: Approximately 7 miles of the existing Gold Hill No. 1 60 kV Line would be upgraded in order to provide temporary electric service while the Missouri Flat-Gold Hill Line is being reconductored;
• Substation and Switching Station Modifications: Minor modifications would be made to substation equipment and facilities at Shingle Springs, Pacific Western Pipe, Limestone, Clarksville, and Gold Hill substations, and Missouri Flat Switching Station to tie the new conductor into the substations and modify existing equipment to accommodate the line upgrades.

The Proposed Project is largely located in El Dorado County, extending from the community of Shingle Springs in El Dorado County to the City of Folsom, in Sacramento County. The Missouri Flat-Gold Hill Line and Gold Hill No. 1 Line would mostly traverse lands within the existing PG&E ROW along Highway 50 and through the City of Folsom, the communities of El Dorado Hills, Cameron Park, and Shingle Springs, and also across a U.S. Bureau of Land Management (BLM) parcel (the Pine Hill Preserve), which is located northwest of Shingle Springs Substation.

Construction Progress and Mitigation Monitoring, Reporting, and Compliance Program

The CPUC, as the lead agency, is responsible for ensuring that the Applicant Proposed Measures, mitigation measures, as well as plans reviewed and approved by other agencies, are implemented throughout the construction phase of the Project. Availability of the Draft IS/MND

On December 23, 2014, the CPUC published the Draft IS/MND.

Public Comment Period and IS/MND Availability

The Draft IS/MND is available for a 45-day public comment period: December 23, 2014 through February 6, 2015.

Final IS/MND

Comments on the Draft IS/MND were submitted to the CPUC during the public review period ending on February 6, 2015. The CPUC's responses to the comments received are presented in Section 6 of the Final IS/MND. The Final IS/MND was published on March 19, 2015. The conclusions of the Draft IS/MND remain unchanged in the Final IS/MND; the proposed project would not have a significant effect on the environment.

Amendments to the Final IS/MND

On July 2, 2015 the CPUC issued an amendment to the Final IS/MND. The description of impacts on biological resources described in the Final IS/MND would not change as a result of revisions described in the amendment and the enhanced mitigation measures would not result in any new or additional impacts. The amendment may be viewed here.

On September 1, 2015 the CPUC issued a second amendment to the Final IS/MND. Project changes proposed by PG&E would not result in any new, avoidable significant effects or new mitigation measures. The amendment may be viewed here.
