Welcome to the Mitigation Monitoring Compliance and Reporting Program page for the California Pacific Electric Company (CalPeco) – 625 and 650 Electrical Line Upgrade Project located in eastern Nevada and Placer Counties, California, between the Town of Truckee and the communities of Kings Beach and Tahoe City.

Pursuant to the California Public Utilities Commission’s (CPUC) approval of the Project, CalPeco is required to implement the Applicant Proposed Measures (APMs) and mitigation measures identified in the Final Environmental Impact Statement (EIS)/EIS/Environmental Impact Report (EIR) for the CalPeco 625 and 650 Electrical Line Upgrade Project and the Mitigation Monitoring, Reporting, and Compliance Program (MMRCP).

The CPUC, as the CEQA lead agency, is responsible for ensuring that the APMs and mitigation measures, as well as plans reviewed and approved by other agencies, are implemented throughout the construction phase of the Project. Mitigation Monitoring, Compliance and Reporting Program (MMCRP)

The program’s goal is to ensure compliance with CPUC’s adopted mitigation. The CPUC, in conjunction with CalPeco, drafted a MMCRP to ensure compliance with mitigation measures approved in the Final EIS/EIS/EIR. Click on link below to view a complete copy of the MMCRP.

A NTP is issued contingent upon CalPeco’s compliance with pre-construction requirements as specified by the approved mitigation measures and responsible agency permitting requirements. A link to the approved pre-compliance reports, permit applications, and other documents is provided below.

Environmental Monitoring Reports

A CPUC Environmental Monitor (EM) is monitoring construction activities to ensure that they are conducted in accordance with the approved mitigation measures and permit conditions. Reports documenting construction status and compliance activities are provided below.

Construction vehicle parked within flagged nesting buffer.
014 August 21 to September 3, 2016 BMPs installed, access road construction, excavation of pole holes, foundation pouring, installation of pole bases and tops, pole framing, stringing, underbuild transfer, tree trimming and removal, skidding and tree/debris processing, clean-up and restoration. No issues/concerns reported.
015 September 4 to 17, 2016 Pole hole drilling, foundation excavation and pouring, wire pulling, BMP installation, ROW restoration, sagging, clipping, and cutting dead ends, tree trimming and removal, skidding and tree/debris processing, clean-up and restoration. Contaminated soil discovered during excavation.
016 September 18 to October 1, 2016 Pole top installation, Kings Beach Substation connections, pole removal, puling wire, sagging, clipping, and dead ending, clean-up and ROW restoration and hydroseeding, setting pole bases, installing BMPs, tree trimming and removal, chipping, and demobilization of timber equipment. No issues/concerns reported.

Minor Project Refinement Requests

The Commission decision approving the permit to construct authorizes Energy Division staff to approve requests by CalPeco for minor project refinements. The decision states that the Energy Division may approve requests by CalPeco for minor project refinements that may be necessary due to final engineering of the 625 and 650 Electrical Line Upgrade Project so long as such minor project refinements are located within the geographic boundary of the study area of the EIS/EIS/EIR and do not, without mitigation, result in a new significant impact or a substantial increase in the severity of a previously identified significant impact based on the criteria used in the environmental document; conflict with any mitigation measure or applicable law or policy; or trigger an additional permit requirement. CalPeco shall seek any other project refinements by a petition to modify this decision.

The CPUC was the CEQA lead agency for the EIR pursuant to (Public Resources Code Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations Section 15000 et seq.). The Tahoe Regional Planning Agency (TRPA) was the lead agency for the EIS pursuant to the Tahoe Regional Planning Compact (Public Law 96-551), Code of Ordinances, and Rules of Procedure and the US Forest Service (USFS). The Lake Tahoe Basin Management Unit (LTBMU) and Tahoe National Forest, was the Federal Lead Agency for the EIS pursuant to the National Environmental Policy Act (NEPA) (42 U.S. Code 4321-4347), the Council on Environmental Quality (CEQ) Regulations Implementing NEPA (40 Code of Federal Regulations 1500-1508), Forest Service Manual 1950, and Forest Service Handbook 1909.15.
