Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of proposed construction of Southern California Edison's (SCE) Circle City Substation and Mira Loma-Jefferson 66 kV Subtransmission Line Project. An application (A.15-12-007), for the project was submitted to the CPUC on December 4, 2015, and includes the Proponent's Environmental Assessment (PEA) prepared pursuant to Rule 2.4 of the CPUC's Rules of Practice and Procedure. Subsequent to the release of the Final EIR that was published in December 2018 (see below), on May 10, 2019, SCE requested a temporary suspension of the proceeding to reanalyze some of its underlying data and to prepare and present relevant new updated information to the CPUC that could potentially alter the scope of the remaining Permit to Construct (PTC) proceeding. On June 5, 2019, the Administrative Law Judge assigned to the proceeding filed a ruling that vacated the previously established proceeding schedule, directed further activities and updates from SCE, including completing updated power load forecasting analyses, and requested comments from all parties of the proceeding, including with regard to Attachment 3 of ruling, the Draft Energy Division Staff Report titled “A Battery Storage Right-Sizing Case Study Using an Advanced Geospatial Grid Analytics and Big Data Platform: Supplemental Analysis for the Distribution-Level Battery Storage Alternative to the Proposed Southern California Edison Circle City Substation.”
On March 31, 2020, SCE responded to the ruling indicating that it had completed the necessary analysis and studies related to the Project and determined that the need for the Circle City Substation no longer exists within the current 10-year planning horizon. In addition, SCE has determined that while there is still a need for the Mira Loma-Jefferson Line, that need can be met by reconductoring the existing line, which would otherwise be exempt from licensing under General Order 131-D. Accordingly, SCE is no longer pursuing construction of either the Circle City Substation or the Mira Loma-Jefferson subtransmission line, and on July 22, 2020, the CPUC issued Decision 20-07-007, which dismissed SCE’s PTC Application and closed the proceeding.

Background
Pursuant to the California Environmental Quality Act (CEQA), the State of California Public Utilities Commission (CPUC) has prepared an Environmental Impact Report (EIR) for the Project identified below. Southern California Edison (SCE), in its CPUC application (A.15-12-007), filed on December 4, 2015, seeks a permit to construct (PTC) the Circle City Substation and Mira Loma-Jefferson 66 kilovolt (kV) Subtransmission Line Project (Project). The Project consists of construction of: a new 66/12 kV substation (Circle City Substation); four new 66 kV subtransmission source lines; and a new 66 kV subtransmission line, which would be a combination of both overhead and underground construction. The Project would also include an upgrade to the Mira Loma Substation, construction of approximately six new underground 12 kV distribution getaways exiting the proposed Circle City Substation, relocation of approximately 1.9 miles of an existing overhead 33 kV distribution line to an underground position, and installation of telecommunication facilities to connect the Project to SCE's existing telecommunications system.
The purpose of this Project is to ensure the availability of safe and reliable electrical service and to provide additional capacity to serve long-term forecasted electrical demand requirements in the Electrical Needs Area (ENA), while also maintaining or improving system reliability and providing greater operational flexibility. The ENA includes the cities of Corona and Norco, and the surrounding area of unincorporated Riverside County. The Project would be located in portions of northwestern Riverside County, including the cities of Corona, Eastvale, and Norco; and in portions of San Bernardino County, including the cities of Chino and Ontario.
Environmental Review
The CPUC has prepared an Environmental Impact Report (EIR) to evaluate SCE's proposal to complete the project, as well as to evaluate a range of alternatives to the Project. The table below lists the dates for milestones that are associated with the review of the Project.

Environmental Impact Report
Public Comment on the DEIR
On June 4, 2018 the CPUC published a Notice of Availability (NOA) of a Draft Environmental Impact Report (DEIR) for the Circle City 66 kV Subtransmission Line Project (A.15-12-007). A Notice of Completion (NOC) of the DEIR was submitted to the State Clearinghouse on the same date.
Public comments on the DEIR were accepted by email and mail during the 45-day public comment period (June 4, 2018 through July 20, 2018).
Public Meetings
The CPUC held two public comment meetings to receive oral and written comments from interested parties. The public meetings were held on Wednesday, June 27, 2018, at the Circle City Center and on Thursday, June 28, 2018, at the Eastvale Community Center:

Availability of Final EIR
Public comments on the DEIR were submitted to the CPUC from agencies, organizations, the Applicant, and private members of the public. On December 5, 2018, the CPUC published the Final EIR (FEIR) for the project. The FEIR includes all the comments received on the DEIR as well as responses to each of the comments with revisions to the Draft EIR where necessary. The FEIR also contains the entire content of the DEIR as revised by the FEIR (see FEIR Appendix G).
